Just in case the setup file is in some folders, explore the CD to locate them and take note of their locations. When the machine has finished rebooting run the dneupdate.msi. On my system your suggested "reg delete" commands weren't successful because the keys don't exist. Your commands don't work (probably because HKCU isnt spelled out) but deleting the keys manually and registering vbscript.dll did the trick on Windows 7 with Cisco version July 29, 2009
